Dhaka, October 5, 2026: Bangladesh and Montenegro have discussed expanding bilateral cooperation in tourism and exploring opportunities for recruiting skilled Bangladeshi workers to address Montenegro’s growing labour demand.
The discussions took place on October 5 when Gordan Stojovic, Member of the Parliament of Montenegro, met Shama Obaed Islam, State Minister for Foreign Affairs of Bangladesh, at her office in Dhaka.
During the meeting, the State Minister highlighted Bangladesh’s growing pool of skilled professionals, including IT specialists, engineers, construction workers and healthcare personnel. She noted Bangladesh’s efforts to promote safe and legal migration of skilled manpower to international labour markets.
Stojovic said Montenegro is facing a significant shortage of workers and requires more than 50,000 workers annually. He indicated that Montenegro could explore the recruitment of Bangladeshi workers through government-to-government (G2G) arrangements, particularly for tourism, hospitality, construction and healthcare-related occupations.
Both sides emphasized the importance of streamlining work-permit procedures and developing structured labour-mobility mechanisms to facilitate the recruitment of Bangladeshi workers while ensuring transparent and regulated migration.
Tourism and Investment Opportunities
Tourism also emerged as an important area for potential bilateral cooperation. Stojovic highlighted Montenegro’s position as a tourism destination and expressed interest in collaboration and investment opportunities in Bangladesh’s tourism sector.
The State Minister identified ecotourism as a promising investment area in Bangladesh and also highlighted opportunities in agriculture, agro-food processing, seafood, renewable energy and waste management.
Renewable energy was also identified as a potential area for future investment and cooperation.
The meeting further covered visa facilitation, human mobility, migration, education, women’s empowerment, sports and cultural exchanges as areas where bilateral engagement could be strengthened.
The two sides also discussed the possible formation of a Bangladesh-Montenegro Parliamentary Friendship Group to encourage parliamentary exchanges, official delegations and broader bilateral cooperation.
With Montenegro’s geographical and regional connectivity, both sides expressed interest in exploring new opportunities for economic cooperation, tourism, labour mobility and people-to-people relations.
The discussions signal potential opportunities for Bangladesh to expand its skilled manpower market into Montenegro while creating new avenues for cooperation in tourism, investment and human-resource development.
